D is more relevant than B

B - cost raising water bills here changes the meaning ....

All others use enough which is redundant.

but the use of " whose " in D to connect the two subsentence isn't sufficiency?

The city has proposed a number of water treatment and conservation projects the cost of which raises water bills high enough so that even environmentalists are beginning to raise alarms.

A. the cost of which raises water bills high enough so that
B. at a cost raising water bills so high that
C. at a cost which raises water bills high enough so
D. whose cost will raise water bills so high that
E. whose cost will raise water bills high enough so that


For me only D makes sense. IMO "whose" is appropriate here

but I still can't figure out how come use "whose" over here is appropriate? which part of the sentence does "whose" modify?
