intending refers to STEPS, steps were INTENDED by politicians... they didn't intend anything themselves -> need passive form here.

proposing refers to POLITICIANS and is a part of the modifier to 'politicians'

the answer should be B

the example above is hypothetically changed to see which choice b/w B and C is better.

did you pick C initially? C has problem with GERUND 'for proposing', which is not a modifier, but a part of indep. clause... therefore can't be used as participle. don't mix those two :!:

finally... with C... we should have BUT and not AND, because of the constrast of ideas "INSTEAD" -> they decided to postpone, BUT proposed something else

with AND it would sound like this: they decided to postpone and sent the fish to chill on its own.

I did pick B for the original question. That was much more easier than the one modified version of C by our buddy anindyat.

The modified choice C did confuse me...So I was just confirming my undestanding.
