I say A b/c the "act of Congress that made provision for x...also established y."
B. doesn't work for me b/c "The act of Congress making provision for..." is odd.
C. Wrong b/c "the act of Congress approved April 24, 1800 and established the library of Congress" is another odd one.
D. What was approved? Making? No, incorrect.
E. Sounded good at first until "also establishing" was used. "and established" works better.
