I think, it should be A. "that made provision--------also established"

In B ....
"which was approved April 24, 1800, making provision ----also established"
looks fishy.

THis is a good question, I got questions of this quality in my real test.

A for me too!

The phrase "Approved ..." correctly modifies the clause "the act..." and also for the ll between "approved" and "established".

I say A b/c the "act of Congress that made provision for x...also established y."

B. doesn't work for me b/c "The act of Congress making provision for..." is odd.
C. Wrong b/c "the act of Congress approved April 24, 1800 and established the library of Congress" is another odd one.
D. What was approved? Making? No, incorrect.
E. Sounded good at first until "also establishing" was used. "and established" works better.

The preposition is also missing from all the other choices. I would not hold it against A.
