My first thoughts on reading this sentence was that there must be a "with... visits to..." structure. 

A) Eliminate. Parallelism error because of the double and.

B) Aha! Begins with a "with". Can consider as a potential right answer. Will read it in full later.

C) Hmmm. Another "with". Ok. For consideration.

D) Sounds plain wrong.

E) But is for a counter stmt, doesnt fit.

Reading B) again, "vet. visits" doesnt seem right.

Read C) and fit into sentence. Comes out ok syntactically and semantically.

I'd choose C.

I think in this sentence we need some contrast....
so D and E remain
E is a little wordy but conveys the meaning properly, so I would go for E

Now Between B & C I had to rely on how they sound to my ears. 
They both sound good to me.

...food, wather, and shelter, with occasional vet vists.
IMHO, B goes better with rest of the items in the list.

The : is used to list the needs. If there is a need to contrast, the contrast needs to happen before the : or after the end of this sentence.

So, E is out. I will pick C on exam day.

Yeah I would go with C. Contrast is not needed. If it were stating that trips to the vet were expensive and frequent, then that would contrast the others.
