D seems clearer than E. Go with D.

I was debating between D and E but I thought E was a little bit more concise instead of D. D was using that were complaining and E used "complaining".

A. Bad placement of â€˜thatâ€™. As that seems to be modifying newspapers.
B. We need a comma prior to which but even then it is bad.
C. â€˜Itsâ€™ can refer to editors or to letters.
D. Fine. May be.
E. May be.

D & E both look good but E seems clearer and concise.

It has to be the letters complaining, the editor can't complain.
Don't you guys think that --'that were complaining" in D makes the sentence more clear
