From my understanding, "which" modifies the last noun, does "that" modify the last noun too?

example:
The bank holds 3b in loans that are not seriously delinquent or in such trouble that they do not expect payment when due.


so if "that" modifies the last noun wouldn't "that" modify "trouble" instead of "the bank" ? please advise!
