I thought answer is B, but OA is A. A has "it" which I think have no referal. Can anybody explain why A is an answer.

The new implementation,........................, which it is hoped can be finished in the late 1990's.

The only way I can see A to be correct is if I see the implementation as the subject of the sentence.

This does not look like a GMAT quality question. A is the only choice which comes close to making sense. However the WHICH in A seems to point to 30 million dollars whereas it should point to Implementation for it to make sense.

I am not convinced any of the choices are correct. Yet would have chosen A if forced to :-)

Totally agree with dwivedys...This is a really strange question...would have chosen A by POE...but as dwivedys said which cannot refer back to the plant clearly.

A is correct. 'Implementation can be finished' and that implementation will cost 30 million.

B - wrong tense. Plant is not finished yet.
C - wrong. 'Implementing newly for the plant' doesnt make sense
D - should have 'will cost'
E - wordy

Another Edit: in D can is placed at the wrong position. But I do agree that this doesnt seem like a GMAT question. A seems the best option here.

(A), as it is posted, is darn wrong.
It should be written in the following way (to make it grammatically correct) :

The new implementation for the plant, which, it is hoped, can be finished in the late 1990's, will cost about 30 million dollars.
