Shouldn't D be the answer as "salary cap" is singular .That's why use of 'was' is appropriate.

Hi,this is the use of subjunctive form which is used in case of uncertain and hypothetical events.

Consider the statements below:
If I was rich,I would buy a mercedes and
If I were rich,I would buy a mercedes.

The correct one is second because the if clause in this case states a hypothetical event(which actually is not true).
