I think if you use C, then the sentence will be illogical:
Increease in number of police should lead to a lowering OF crime rates, to fears about public safety, to a surge in public confidence... and.. a lessening of economic burden....
In order to show that fears will be lowered too, you should use prep OF

But again I still can't find a flaw in C. It says lowering of crime rate, along with fear ......
this implies that not only crime rate was lowered but along with it, the fear of public. Wht's wrong here ?
