I thought E, as it clarifies the confusion of who is being referred to by 'them'. What's the OA ?

I'll go with (D).........but would prefer it with a comma b4 "vital"

Correct idiom --> 'award X'
Eliminate A

Correct idiom --> 'consider X Y'
Eliminate B & E

B/w C & D, I consider C more clear since it uses 'supporters of tax breaks' together.

looks like D


B is wrong because Consider.........to be is unidiomatic

same thing with E

C is wrong, pronouns them, refers to what? supporters? tax breaks? companies?

same with A

OA is D because it uses the correct idioms - consider, award and is concise

i know the OA is choice D, but isn't D a bit problematic since "supporters" at the beginning is in fact undefined? for me choice D doesn't make clear that the subject are supporters of the tax break... it just mentions some supporters of sth... any thoughts??
