I guess the "high-tec survalliance techniques" would allow her to bug the phone, and become friends with the secretary?

A looks good, parallel construction is there, but I would go with B. She wants to get incriminating evidence by doing two things. A leaves room to reason that the surveillance companies will assist her not in only providing phone tapping Equipment, but also in making friends. Thats my take on it

Sunni,

Its not by bugging and to make friends, but to get......and to make friends. I study at home, by reading books, and learn at school by listenning to the lecture. Without using fancy terminology, "by bugging is just a descriptive phrase that indicates how she will get incriminating evidence. :roll:

I'll go for A.

Parallelism: she decided to research companies ....and to make friends

My assumption is that research companies that specialize in high-tech surveillance techniques would only allow her to get incriminating evidence by bugging his phone and not help her make friends with his secretary.

A for me too......u dont need high tech surveillance "to make friends"....that is applicable obly to bug the phone........
