E. 99% sure.

Is it an idiom? are there any gereral rules for usage of "were not only......" OR "not only were... "

rule is follow the idiom. e.g. what comes after not only should come after but also.
e.g. not only were---but also were

were not only X ===but also Y.

not only to ---but also to -------

Hope it helps.

If the OA is 'C' then we have learnt something new today.

After bit of explore, I found something interesting on the usage of 'not only...but also'.

Which one is right ?
Scientists were able not only ...
or
Scientist were not only able...

Both are correct. It depends on the grammatical construction with the element of the same grammatical type.

Now coming to the usage of 'also' .
Leaving out the 'also' from this construction tends to intensify the first part of the construction rather than supplement it:
Eg:-
She is not only smart but brilliant.
He not only wanted the diamond but wanted it desperately
