This comes down to C, D, E for me. In C, "required cyclists that" should be "required that cyclists" for the right construction of the subj mood. In D, "requiring of cyclists that" should be "requiring that cyclists".
E is right because of the right subj mood construction.

Ughh finally. E ( I hate it when the final correctly || choice is the last choice).
A: not || regulated, mandated, required, and it granted... it makes this un|| and regulated should not be in the same form as mandated, required, granted etc...
B: granting is not || w/ mandated, required.
C: it granted is not ||, there should be no "it"
D: granted is not || w/ madating, requiring
E. everything is || and there is no "it" b/f granted, eliminated ambiguity and improper ||ism.
