Following exceprt is from today's cnnfn.com. I think there are two problems in this sentence

The economists also admitted to being surprised by how bad the housing downturn has become, and all said that making forecasts of a recovery is difficult due to the problems in the credit markets.

Please explain your pick.

A. to being
B. that they were
C. that they are
D. they were
E. they are

For 2nd underlined portion
A. is
B was
C are
D were.

Very interesting! These are actually both acceptable constructions:

1) You can express an admission with the verb "admit" in four different ways:

admit X-ing: (X-ing is a present participle) I admit stealing the document.

admit to X-ing: I admit to stealing the document.

admit that sentence: I admit that I stole the document.

admit sentence: I admit I stole the document.

So any of A, C, and E are acceptable. B and D don't fit with the present perfect "has become."

2) The subject of "is" is the gerund "making forecasts." Verbal nouns like this are always considered singular. "Is," not "was," is correct, because they are describing their current ability to predict a recovery.


That's a great explanation; however the question is which ones are acceptable in GMAT? My picks would be C & A, with a GMAT mindset.

Thanks, John, for detailed explanation. But are these constructions correct from gmat perspective?
When are usage of being incorrect? 1. when being is used in passive contruction, what are other rules

2. all said that....recovery is...
I thought if IC(all said) is in past tense Dependent clause(that making...) must be in past tense.

Am I wrong?
