it is the scarcity of funds the reason, not the scarce funds. I think OA is D

To be honest, I was unsettled between D and E at first, but I am going for D.

parallelism, the deterioration of the old tunnels, the drought in ... and the scarcity of funds ...

what's the OA?

But why D is better than C.
"the completing of" VS. "which to complete"?

"for the completing" is awkward

in this case "for the completion" would be better
