Since laws reflect the concerns and values of their creators, the greater the differences between those making the laws and those expected to obey the laws means a greater probability of violations.

A) making the laws and those expected to obey the laws means a greater
B) making the laws and those expected to obey them increase the
C) making the laws and those expected to obey them, the greater
D) who make the laws and those who are expected to obey the laws, the greater the
E) who make the laws and those who are expected to obey the laws increases the





OA is D.
I think it's wrong because "D" makes the incomplete sentence.
Since laws reflect the concerns and values of their creators, the greater the differences between those [color=#800040]who make the laws and those who are expected to obey the laws, the greater the...[/color]

A,B,C are definitely wrong. You need a pronoun in order to make correct and clear comparison.

Out of "D" and "E", to maintain the parallelism, the greater the differences...... the greater the probability of violations.

Thus "D"

Which one do you think is correct then?
