A. the cost of which raises water bills high enough so that (which has no clear referent – eliminate it)
B. at a cost raising water bills so high that (cost needs to modify the proposed projects – eliminate it)
C. at a cost which raises water bills high enough so (which has no clear referent and cost needs to modify the proposed projects – eliminate it)
D. whose cost will raise water bills so high that(whose correctly modifying the proposed projects and “that” correctly pointing “water bills so high” – hold it)
E. whose cost will raise water bills high enough so that(raise water bill high enough causing to raise in alarms – eliminate it)

Answer: D

The city has proposed a number of water treatment and conservation projects the cost of which raises water bills high enough so that even environmentalists are beginning to raise alarms.

A. the cost of which raises water bills high enough so that
B. at a cost raising water bills so high that
C. at a cost which raises water bills high enough so
D. whose cost will raise water bills so high that
E. whose cost will raise water bills high enough so that


D makes most sense! Don't only look at which and whose, but also the meaning of the sentence as a whole,correct modifiers etc.
