The police chief argued that first-time offenders who have no high school diploma but who have families with a record of crime will probably break the law again.

A. who have no high school diploma but who have families with a record of crime the use of "but" is in correct.."and" is preferred here. Also "record of crime", this could be better worded as criminal record
B. without a high school diploma and families having a criminal record POE, i think this is the best answer
C. without a high school diploma whose families have a record of crime implies that a diploma has families
D. whose families have criminal records and lacking high school diplomas implies that families lack highschool diplomas
E. lacking high school diplomas and also having families having criminal records "having families having" is awkward

Please explain your answers.

A would be better it "but" was replaced with an "and" in my opinion. But doesn't make any sense in this case

i agree with A
B doesn't show the relationship between the criminal and families
C is a run on sentence

E seems more clear!

A. who have no high school diploma but who have families with a record of crime (Sentence coordination issue - required “and whose”)
B. without a high school diploma and families having a criminal record (Parallel construction issue )
C. without a high school diploma whose families have a record of crime ( Sentence construction)
D. whose families have criminal records and lacking high school diplomas ( lacking high school diploma is modifying the families)
E. lacking high school diplomas and also having families having criminal records (parallel – hold it)

Answer: E
