I would go with D on this one.

I know it sounds wordy, but i have a feeling the sentence needs "that" before the idiom.

I would go with D on this one.

I know it sounds wordy, but i have a feeling the sentence needs "that" before the idiom.

D changes the meaning of the sentence; "that are varied as are" means the same think as "like" where as "as varied as" means the same thing as "such as". If we go with D, then China, Hungary etc. as no longer individual countries but rather are categories of countries.

author says that the taxes are affecting such diverse countries as china etc., he is not saying that the taxes are affecting countries like china..
