Sentence has Pronoun referent and relative pronoun (modifier) issue
A. powered, and will not be subjected to emissions-control standards as stringent as they are for [“they” have no clear referent issue – eliminate it]
B. powered, and therefore not subjected to emissions-control standards that are as stringent as those of [Hold it]
C. powered and therefore not subject to emissions-control standards as stringent as those for [ missing comma for parenthetical element – eliminate it]
D. powered, which are not subject to emissions-control standards as stringent as they are for [“they” – pronoun issue – eliminate it]
E. powered and therefore they are not subject to emissions-control standards as stringent as those of [“they” – pronoun referent issue]
Answer: B
