The past perfect is used in SC to refer to an earlier event when a sentence contains two events that occurred in the past. However, from looking at some sentences I have studied, some don't follow this pattern. Could someone tell me the exact rule for using the past perfect and not to use it?

It really depends on what meaning the sentence is trying to convey.
Past Perfect Tense: David Beckham had played football for 16 years before he retired in 2008.
Simple Past: David Beckham played football for 16 years.
