D for me.

Knock out A, B and C immediately because we need 'California' after the comma to avoid modifier issues. Then, I knock E out because saying 'per capita' and 'per person' is redundant.

Modifier problem

only D and E are in contention

E is problematic because it uses per capita and per person (which essentially means the same thing and is hence redundant)

IMO D is the correct answer

what is the OA for this

C) California's annual per capita consumption of cigarettes declined from over 125 packs per person to about 60, more than twice as great as the drop

D) California has seen per capita consumption of cigarettes decline from over 125 packs annually to about 60, a drop more than twice as great as that

E) California has seen annual per capita consumption of cigarettes decline from over 125 packs per person to about 60, more than twice as great as that


I go with D, You can eliminate A,B,C straight away because Carlifonia has to come directly after the modifying phrase. E can also be eliminated packs per person is irrelevant, however it it was to be the right choice then It will have to clearly reflect a comparison ("125 packs per person to about 60 packs per person")

D for me as well. Though a thought if we remove
California has seen annual per capita consumption of cigarettes decline from over 125 packs per person to about 60, more than twice as great as that
then will E correct? I guess not we need drop after comma as referant for that.
