I posted this to facilitate the debate whether MGMAT SC questions are valids and logical. They want test takers to interpret that the "administration" can increase the number of "fines" in order to promote mine safety. By "fines", they mean new safety rules.

A: administration: singular, the number of: singular ==> THEIR referd to nothing

C is best.

I went for D because I immediately assumed that the question meant to talk about the AMOUNT of fines, and as soon as I saw it in an answer choice, I chose it.

Although gramatically, C is correct as well ... it just depends on which meaning you want the sentence to take on I guess

amount of fines is incorrect acc to gmat standard because in any case ( either you are taking about the money charged or the type of fines ) it is countable noun and hence should use increased and out of the options using increased C is best .
