IMO D.
We definitely need "enable or enabling" here. So B, C, and E is out.
Between A or D, I will drop A because of "enabling" and dropping "that".

Between A and D - I also choose D over A. Reasons:
1. ‘that enable’ modifies ‘conditions’, while ‘enabling’ could refer to ‘conditions’ as well as to ‘creates conditions’.
2. In sentence we have: ‘the strand’ and ‘the peat’, so the option with ‘the trees’ (not trees) seems more in tune with the sentence...
