How do we know that "which have threatened " modifies "union" not "representatives"??

If this is the case , then B would be correct??

Expert please explain.

(E) uses the proper singular verb form has, and another acceptable idiomatic expression: "has asked a federal arbitrator to mediate negotiations between representatives of the umpire's union, which...".
