Yeah, good question. I think my primary way to make that decision would be looking at "representatives" as people, meaning that if they were to be modified there it really should be "who" and not "which." Since all the options have "which" you're looking for a non-person noun to modify with "which," and "union" is right there to complete that job.

My other thought would be to try to follow the logic (who/what is threatening to go on strike) but there I think you could make a case for either "union" or "representatives" (either is capable of threatening to go on strike), so I'd come back to people/who vs. other-nouns/which and that's where I'd go E over B.

option A is ambigous as the option has meaning error

between d & e , option D usage of federal arbitator and he is redundant ...

How do we know that "which have threatened " modifies "union" not "representatives"??

If this is the case , then B would be correct??
