The answer is D. The use of the future perfect in A, B, and C is wrong. "So as to" in E is verbose.

I think the answer is A. It correctly uses the future perfect which shows a time frame before a specific time in the future. It uses 10 yrs and the event that 'blacks will leave their jobs' by 10 yrs shows a future time frame.

But I have also read that simple Future in most cases can be substitued for Future perfect and so D sounds to be good to me.

But I think since the future perfect is given I am more inclined towards it rather than simple future.

What is the OA?

Satya, winthin the next ten years is a pretty vague term. Future Perfect would be justified if the sentence read "by the end of the next decade."

A&D are close but this is perfect case for future perfect.

This may be one of those examples of "looking too deep" issue. At first look, i would have gone for D but then that "deep look" made me think going for A. It is tough to draw line where to stop.
