I chose C. Firstly, "comunities' ... "are". Remain C,D and E. D is out becuase of "its". I think C is the best option.

One of the +PLURAL NOUN + that/who/ + PLURAL VERB
eg He is one of the persons who make money


Nihit
. With a new park, stadium, and entertainment complex along the Delaware River, Trenton, New Jersey, is but one of a large number of communities that is looking to use its waterfront as a way for it to improve the quality of urban life and attract new businesses.
A. is looking to use its waterfront as a way for it to improve the quality of urban life and attract
B. is looking at using its waterfront to improve the quality of urban life and attract
C. are looking to use their waterfronts to improve the quality of urban life and attract
D. are looking to use its waterfront as a way of improving the quality of urban life and attracting
E. are looking at using their waterfronts as a way of improving the quality of urban life and attract

Guys I tried using this logic
In sentences that contain the phrase one of.....

1. In simple form one of or one of the, a singular verb is used.

e.g - One of the books is missing from my cupboard.


2. In sentences that contain phrases one of those who or one of the things that, a plural verb is used.

e.g - He is one of our employees who are always alert.

3. When only precedes one of /one of those, a singular verb is used. (Do not mix this rule with the 2nd rule stated above)

e.g - Ram is the only one of our employees who is always alert.

improve and attract are plural in C.

agree with 1st and 2nd but can anybody confirm 3rd one. I might have overlooked 3rd one.

agree with 1st and 2nd but can anybody confirm 3rd one. I might have overlooked 3rd one.

In my opinion, #3 above is not correct because "who" clearly refers to "emplyoees" not "Ram". So it would be correct if it were as under: Only one of our employees is Ram who is always alert.
