yes it is true that announced should be followed by that. but in A, they refers to the sales and not stores. Hence, A is wrong. C removes this ambiguity. Though it would have been much better it started with that. But we have to select the best amongst all and here C seems to be better than others. Hence C is my choice.

D. to be closing, on account of poor sales, up to
one-fourth of its stores.
D. having poor sales, such that up to one-fourth of
its stores will be closed.

Announced shouldn't be followed by That???

depend on the situation, should not be a victim of the rule! :-D
