I will go for C. It shows the construction "not X but Y".

"due to" needs to be followed by a subject. "because of" can be followed by a clause.

Only two idioms are right:
1. Not X but Y
2. Not only X but also Y

Hence C is right.

Agree with C, but the issue is that OA is D.

Any thoughts?

I think, this is because without "are" option C gets ambiguos due to the middlemen "because....". It is not clear whether "but" compares the second part to the middlemen or to the first part after "not".

Other thoughts?
