B) continues to decline and that there is no
C) continue to decline and that there is no
D) continue to decline and there has not been
E) continue to decline and that there has been no

Please explain with the OA.

orders hence we want continue. This rules out A,B.
in D I see that an is missing before increase.
So, I pick E.

IMO E.
orders will take plural verb so "continue". A and B out
parallelism - that and that - D out
Between C and E, I feel E is good because prediction can not take simple verb.

E -- parallel..and present perfect tense is appropiate here..
becuase predicted that orders continue to decline.. that is on going process..

between B and E

E seems better
since the original tense is present perfect, no altered tense unless strong proof

'has been' is appropriate for something that is continuing
