Hi mates,

IMO B

"and" makes two singular subjects one plurar subject, therefore "are" is needed.

C out: sounds wordy
E out: at the end of the sentence, "and" is needed because the sentence is stating qualities of both laws

OA and Source?

I believe the answer is A on this one. Going against the tide...

There is a X and a Y that are Z.

The first "and" joins the two sentences each referred to singular:
There is a X.
There is a Y.

Second part after the that is:
X and Y(referred collectively) are each valid.

I am also going with A .........

"and" unites two singular subject to form plural....but in the sentence The doctorine is singular, so we require " is "

i think B would be ok if it said:

there are federal laws and provincial laws that are....

but then you cant use "each"
