IMO C.

strengthen the economy is right.

So B, C and D.

the strengthening is not correct because of 'the'. Out of B and C, c is correct as soil improvement and crop diversification is parallel.

A and E are not correct since "economy strengthening"
D is not correct since there is no need for "the" before "strengthening"
Between B and C, C is correct since "through" is what should follow "strengthening of the economy"

Answer is C. What is the OA?

IMO C.

in place of "with", "through" should be used.So A,B,E are out.
In C,D- C maintains parallelism.

C for me. There is already a noun form of Diversify so diversifying cannot be used to replace it as a gerrund.
