I am going ahed with D which is complete in all aspects.
A,C - Improper usage of 'the'. We are not talking about any specific 30% of 100%.
B - '9 mil of the residents' indicates that the whole population is not taken into account.
E - what does 'over 9 mil' refer to?
Thus, D stands tall. However, if B did not have 'of the' at the end of the clause, it would be the best choice.
Do let me know the OA. BTW what is expansion of IMO? I could not resolve it.
