between A and E, I chose A.

B 'which' modifies congress -- wrong
C 'which' modifies year ---wrong
D making provisions...? awkward.

E is fine except 'also establishing' it should have a simple past for parallelism.

IMO A

(A)The best. Parallel structure, correct meaning that the act of congress which was approved in 1980 made provision ... and established ...
(B)wrongly means that Congress has just one act of making provision ... and establishing....
(C)problematic action: the act of congress itself can approve and establish.Besides, the which-clause does not clearly modifies for which Noun or action.
(D) and (E) change the original sentence structure of two parallel clause into one sub clause and one main clause

C distorted meaning.

could someone explain why "on" is not required after "approved"?

Or for that matter, "in" would have been the right preposition to be used with approved....

I also have the same question. When i first read the question, i was looking for choice that had "on" or "in" after Approved.

Friends,
Even if all the answer choices seem imperfect, we have to choose among the least erroneous...A and E are the only ones not having the modifier error...You know why E is wrong...Tense error.............

Yes, in spite of the question which I also had regarding the wording for 'approved, April 24, 1800', I would choose answer "A" over the others.
