I think it's option C.

"this" is singular, so it can not refer to "officials." That eliminates options A and B. The problem with options D and E is that they use passive voice. So option C remains.

Doesnt it change the meaning? Also, "that" pronoun is incorrect, imo.

actually no. The use of "that" at the beginning of the sentence makes that whole clause singular. Let me underline the whole clause for you so that you can see what i'm talking about:

That this state's elected officials ignored the wishes of their electorate cannot reasonably be disputed in
light of the legislative record.

let me give you another example using "that":

That cops can arrest whoever they want without justice is brutal. ---> in this example, the "is" refers to the whole clause that starts from "that" to "justice." The clause that starts with "that" at the begining of the sentence makes that whole clause singular. I do know this as a fact.

The fact that there is an ambiguous reference for thier in the sentence seems to be forgotten by everyone..

What does 'their' in 'thier electorate' refer to ?

if this is fixed, i will go with C..
