I chose D as my answer. It's always better to place the date deadline at the beginning of the sentence. That narrows our options to D and E. It's usually preferred to avoid placing a pronoun at the very end of the sentence as it is written in option E.

So D remains.

A is not grammatically wrong. The only problem with A is that it placed the date at the very end of the sentence, not a common or preferred practice. If option D wasn't provided, then I would choose A. If you have to pick between one sentence that places the date at the very end and another sentence that places the date at the very beginning, it's actually better to pick the one that has the date at the very beginning.

I agree with tarek99. 
Since we have to specify the date for the submission of the forms, it should either be in the front (like in 'D') or at the end like, "Job applicants must complete both sides of the application form and deposit it with a writing sample and two references , by March 1st. "

I will also vote for D. 
I'm not sure of the logic of date placement before or after the statement. But my reasoning for not selecting A is use of "...two reference by March 1", it sounds like job applicants are asked to deposit references given by Mr.'March 1', which cannot be possible.

I agree, and that's one of the reasons why it is always preferred to move the date to the front of the sentence so that the date is applied to the whole sentence rather than to a part of the sentence.

between A and D, I choose D. I think in A, 'references by march 1' doesn't sound right.
