Please change the way you have presented the question.
The ans is indeed E. Proliferation can not have a verb that is attributed to living things.
Also, The number of refers to singular noun.

Yes, certainly E. "parties" can have "bargaining powers". The "proliferation" or "existence" cannot have bargaining powers
