I think the answer is B

Option A : other's -awkward
Option C : parallel issues
Option D : parallel issues and but which does not fit the picture
Option E : as well not required

For some reason the OA = E. I also thought it was B. Any explanation?

I went with E

(A) of drug dependency and others' prejudicial treatment as well. not parallel
(B) both of drug dependency and also of prejudicial treatment. ???? both/also incorrect idiom??
(C) both of drug dependency and also from prejudicial treatment. not parallel (of/from)
(D) both of drug dependency but also from prejudicial treatment. both/but also is incorrect idiom
(E) both of drug dependency and of prejudicial treatment as well. both of X and of Y - parallel. Not sure about as well

That's how I went through it. I got down to B and E, and I liked E more.

Same here. Went for E but not sure about as well. I have seen similar 'as well' in one more question with the usage of both.

The correct form is "Both X and Y"

The options B, C and D are using incorrect forms, i.e. "Both X and also Y" and "Both X but also Y".

arrived to E by POE..

A is not parallel.
B, C Both X and also Y is wrong idiom.

D bot X but also Y wrong idiom.

So my answer is E.
