IMO C.

i remember reading sumwhr, 'another' is used when we r talking abt only 2 things.

A looks too generalized to me.... as in .... the ocean will belong to one state or else to all other states at one time... 'to one or other states'....means a part of ocean will belong to one nation or else to many nations at one time..

therefore, C. wats OA.?

one or other - means between first or second that is out of two choices
one or another - between multiple choices not restricted to two


seems i read the correct way but remember the wrong way.. :(
