The question was that "resoultion to" is not the correct idiom. Now if every one here agrees that the correct idiom is "resoultion of" then we should not consider the parallelism of "resoultion to" & "entitle the council to make recommendation".
What do you say guys??? Whenever we want we can violate the principles of SC to justify the OA??
