D is using incorrect idiom "deal on"
Correct idiom forms are
"deal with"
meaning: to manage someone or something.
E.g I think I can deal with the problem.
"deal in"
meaning: to buy and sell something.
E.g. The shop deals in gmat books.
Option E correctly uses the "deal with" construction.

Is "resolution to disputes" a correct idiom.. "resolution of..sounds better" even though E seems to be the asnswer.
