(B) that the members return to work.

Ya!
But, the demand is made before the rejection, and mangers or company doesn't know at the time when demand was made that who is going to reject the demand among the members of the union. So, 'they' here doesn't seem to be appropriate.

The correct answer is (A). (A) is correct because the way to specify a “demand”
that someone do something is in a “that” clause using the present subjunctive
(do “return”). (C) weakens the effect by confusing “demand that” with
“demand for.” (D) and (E) make incorrect use of the auxiliary verbs “would”
and “ought.” With “ought” (E) even changes the meaning. (B) needlessly
repeats “the members” instead of using the pronoun “they.”

A is grammatically correct, but intent is correctly inferred in B.

'they' in A refers to 'most members', and not to all members.

I go for B; more clear than A because in A may mean that the major demanded only the members who rejected, not all the members.

I would say A because it would be idiomatic to say X demands that Y (do something)
