I guess the choice is between A & B.
B slightly changes the meaning of the sentence. It appears as if Municipalities have begun demanding private developers to pay for the increased share. This may not be the case.
The Muncipalities may be in general demanding that private developers start paying for the increased costs.

I think A shd be it !!!

Close between (A) and (B), though (B) looks concise.

Hey..I goofed up.
I did not observe 'pay for' in B. It distorts the meaning.

It is A, I believe because the sense here is 'demanding to pay an increased share' and NOT ''demanding to pay FOR an increased share'.

I think it is between A & B because 'costs of' is idiomatic. Thus, D & E are ruled out. Also, 'payment by' does not merge well with the sentence. So, C is ruled out.

B looks concise as opposed to A, and exact in the meaning. So, B is preferred to A.

another vote for A.

"begun to demand" seems unidiomatic.
"costs to" is also unidiomatic. its always "cost/s of some object/s"
"costs to" is used in a different meaning.
"cost to XYZ company"

"pay for" isn't right here

"demanding that" is correct.

vote for A ...i thot A was close to subjunctive....B says...Municipalities directly demand Private developers....

rest are rejected for obvious reasons..
