B is incorrect -'..than is the comaparative ratio..' sounds terrible.

Between A and C, A is verbose and C is short and sweet. C is the best answer.

A is not best because it is verbose but it has a wrong verb. Thie ratio ..... is and not the ratio ......are. Also in B it should be the ratio of salary of managers to the salary of workers. It incorrectly defines ratio as the salary of managers to ordinary workers. This is wrong.

Also I think the part is not underlined correctly.

A is WRONG
The ratio of ..... ARE ....

B corrects the error in A but the comparison is incorrect
The correct form is ... salaries of xyz lower in Japan than in US

C corrects both errors present in A and B
