In A..if that refers to drop out rate...then comparsion will be between Srilankan schools & Asian Nation(but it is not nations that are dropping out)... IMO C...I think B has typo(which is not required)

In this case 'that' has to refer to the "dropout rate in schools" to be correct

if we write complete comparison:

The dropout rate in Srilankan Schools is 10 times the dropout rate in Asian Nations' School 
or 
The dropout rate in Srilankan schools is 10 times the  dropout rate in schools  of Asian Nation

in case of A, 'that' is referring to the underlined section.
I am just curious is it the right way to use 'that'. 'that' is splitting the earlier noun  dropout rate in  Srilankan  School .
