Picking 'E' becuase 'is' is required to end the undeline portion.

leaves B, D and E

B is out because 'which was' can not modify laws.

'An observation' seems to modify laws, which is not singular.

That seems to modify the patent accurately. So -> 'E'

e) laws that was an observation about electric current, first made in 1845, and is -- electric current was not made in 1845..incorrect

Is not , first made in 1845 modifies the complete "an observation about electric current" or it only modifies the electiric current.

What is general rules regarding the , and modifier. Getting a clarity on this would be really helful.
