Passive is not wrong in GMAT. Active is preferred over Passive. So if you have two correct Active and Passive, choose Active. But in this case, active is clearly wrong so Passive is the right choice.

Based on means "because of". It's an introductory phrase that does not directly refer to the subject. If it were a modifying phrase then I would question whether it's modifying admissions office or plans - but it isn't.

I saw a question in OG in which based on construction was wrong as well. In correct answer choice, it was replaced with a modifier starting with "ing" construction. Question starts with based on modifier,which modifies the noun that immediately follows it.

Even though B is passive, it is not incorrect.
