I say the answer is C.
The sentence is trying to convey that the attorney general has two roles: (1) he advises the President; and (2) as administers to a department of 50K employees. So in addition to (1) he also does (2).
"In addition to being the chief legal adviser to the President, the attorney general administers a department of nearly 50,000 employees."
