I think the answer should be D to respect parallelism (removing and burning)

I know that the answer should be B or D because of (either...or)

As rightly said, B and D are competing for the ans choice.

I will select B over D because Logging or Surface files both are nouns and should be modified by a WHICH / THAT. a present particple cannot modify the noun.

There is one other clue provided -

In option B, we get burn down individual trees BUT do not denude the forest. (maintains parallelism X BUT NOT Y)
In option D, we get burning down individual trees BUT do not denude the forest. (Lacks parallelism X BUT NOT Y)

I will select B over D because Logging or Surface files both are nouns and should be modified by a WHICH / THAT. a present particple cannot modify the noun.

one more reason to vote for B:
we need paralel here "do x but not do y" : "burn down X but do not Y"
