Isn't the rule of thumb to use greater only when comparing straight numbers and percents, and to use more in other cases?

it s important that you give us the source of this question. I think the answer shd be E as sugessted earlier. isn't it better to say more financial resouces than greater financial resources.

I picked up B because 'greater' emphasises comparison more clearly than 'more' does; this is in parallel to the comparison followed by not only.
Can somebody elaborate?
