I picked (E) too but I would appreciate if someone can help on why (B) is incorrect. I do know the grammatrical reasons for (B) to be incorrect.

If something is 'continuing', then  by definition  it 'has been' in the past. Otherwise, it would be 'starting', not 'continuing'. Since, by definition, we know it 'has been,' actually  saying so  adds extra words without adding meaning to the sentence--a GMAT no-no.

I choosed E straight away as projected expenditures is for future plan, "will continue to be" makes it clear and short compared to others. I read that GMAT likes clear and short statements even though other statements have no faults in it.
